isdn problem

Hi guys
we are trying to connect bri to bri over comsat and immerstat using m4.
Everthing is fine but bri  is trying to connect
even when there is no intersting traffic.I disabled keepalives and cdp.What can
i do more?
(No Rip,eigrp..) Any idea?
