I don't really have Frame-Relay in mind.
The scenerio is this, I have a serial interface which is down when I typed the
command SHOW INTERFACES
i.e. serial1 is down, line protocol is down ...
When I go to interface serial1 and type no shutdown, the interface appears to
come up,
and when I type Show interfaces serial 1, I have the output :

serial1 is up, line protocol is down ...

Now get the picture?
