It was the NVRAM configs.  I had just upgraded the boot ROM's- before swapping the RAM & FLASH.  So- everything was new (11.0 or better), except for the NVRAM configs (they were still built in 9.0).  I guess there was a point today, when I "more thoroughly" understood the term "backwards compatible." 
 
This is not text book, but my best answer :-)
