Gary, Altrough IPsec is part of the Windows 2000, it must be specially enabled via Microsoft Management Console (mmc) in order to configure the IPSec service. So, select Run from the Start menu and type mmc. Then select Add/Remove Snap-in... Select the Add button and go down the list and select IP Security Policy Management.
