PAP is generally preferred over CHAP for speed. Most ISP use pap on the dial-in because authentication takes place very quickly. I am not familiar with how you would use an NT database to authenticate a user dialing into a Cisco device unless you were using TACACS and TACACS was using NT as it's database. If you are speaking about a cisco device dialing into an NT RAS system, then you can use MS-CHAP on the router (which I have never sone I just know it is an option).
