CT,

    Router B's data carrier detect (DCD) signal is down.  This is the source
of the message 'serial interface is down'.  I would say your DSU/CSU or DCE
device is not receiving a good signal from the distant end.  Try a local
loop on the DCE and see if your router interface comes up looped.  If the
loop isn't good, you could have faulty wiring or bad DCE.

    EIR is the Excess Information Rate.  This, plus the Committed
Information Rate (CIR), is the absolute maximum you can transmit packets
without the service provider possibly dropping your packets, even when
congestion is not present.
