After tinkering with every single option in HyperTerminal on Windows XP and Windows 2000, I have given up on the up arrow. :-) I just use Ctrl-P which seems to work correctly.
Of course, another option is different software. SecureCRT is great. I hope someone else has better advice, but to be honest, I think HyperTerminal on newer Windows versions is simply broken in minor ways and there is no better answer!?!
