Hi, Your assumption that the problem is on the router is probably right. I would suggest you check the min. version for the WIC-2T and check the version of your router software. You use the software advisor to do this: http://www.cisco.com/cgi-bin/Support/CompNav/Index.pl (you'll need a CCO login) and click Software Support for Hardware.
If this checks out then your router is really with a problem. I've seen some VERY strange behaviour with regards to WAN interface problems...
