Our company has a similar policy at the moment. CCIE's fit in to a particular pay bracket, and it's still a fair chunk higher than 'the rest' (in our company anyway). If you're after someone to do general network maintenance (or if you know the role exactly) you may not want to pay the CCIE rates. A couple of our CCIE's are also MCSE, so I don't think having CCIE rules out any other qualifications. I reckon it's the money, pure and simple.
