Yes, that sounds logical and fine. My question remains: Tier 1 must be at the core of the network (in this case the Internet). Can a Kenyan ISP, even if it is a UUNET company, be a Tier 1 ISP?.....or "Tier 1 in Kenya - Kenyan-scale?" Are you working with UUNET? Thanks.
