I have been checking the UUNET Global IP network and I can see that they have a South Africa Network, etc, etc....I think what is in Kenya is a Point-of-Presence (PoP)....so, probably, the local ISP in Kenya - called UUNET Kenya - can be described as "part of a Tier 1 ISP". So, those guys are right to say that they are a Tier 1 ISP, with a marketing element added :) Thanks.
