Ask when the client is seeing slow response.  During this time, do a 'show interface' command and look at the 5 min input and output rate.  Add these together and you can see what the current utilization is.  Compare them to the bandwidth on the line.  If it is Frame Relay, make sure you ask the client where he is trying to reach and check the routers at both ends and anything in between.

Easy enough to check.  Do a sho int s0, and look at the load.  Take that # / # and divide them.  That will give u the utilization on that line.
