IGS's- don't work...  buy something cheap (like a 3000).  The IGS came with 8.0, 9.0, & the last year was outfitted with 10.0  Y2K is not the issue (default dates are in the early 90's).  Compatibility is what will stop this project.  You'd be better off getting a AGS or MGS with 11.0.22 (multiple Serials/ Ethernet & backwards compatible).  As far as ISDN, there are some lower line Cisco's (800's), but the 3104 (3000 series) with 1 Serial/1 Ethernet/ 1 BRI is your best bet.  Approx $300 on Ebay & maybe another $200 to upgrade to a full 2500 (11.2,11.3, or 12.0) status...
