If you can telnet into the router, you can simply use the "copy tftp
startup-config" command.

You might want to save the current config ("copy startup-config tftp" or
"copy running-config tftp") before you overwrite it in case it doesn't work
out the way you planned.

You can use ConfigMaker (download from Cisco site).  The latest of CM is
able to upload/download config file while router online.  You can enter
router ip address and CM will go grap config file and display it for you.
Also you able to upload the file after you modified.
