Dale,

you've given the precise reason RFC1812 forbids such masks.  They 
break CIDR/aggregation/summarization.

Subnet masks, if you will, are a simple language.  In another 
language, wE cAn SaY wE cAN capITALize ANYwhere WE want, but it 
doesn't help understandability.
