Yeah don't let them fool you with the old, if it is interlata that you don't
need CIR. That is the minimal level of bandwidth  that you substain with any
packets getting marked DE. Having at least 25% CIR can make a noticible
difference in performance.

I am pretty sure it means that the carrier is no guaranteeing any data rate.
I know some gov agencies that got suckered into that agreement years ago.
