If you're talking broadcast network, the router noticing the change sends an
update to the DR/BDR, and the DR floods to the rest of the network.  From
Doyle...
"On point-to-point networks, updates are sent to the multicast address
AllSPFRouters (224.0.0.5).  On point-to-multipoint ans virtual link networks,
updates are unicasted to the interface addresses of the adjacent neighbours.
On broadcast networks, DRothers form adjacencies only with the DR and BDR.
Therefore, updates are sent to the address AllDRRouters (224.0.0.6).  The DR in
turn multicasts an Update packet containing the LSA to all adjacent routers on
the network using the address AllSPFRouters.  All routers then flood the LSA out
all other interfaces."

Question about OSPF:

Once the DR/BDR are elected and network is converged, if a change is
detected, does the router noticing the change flood the area or send this
info to the DR so it can flood the area?
