I believe CAR is only going to be available on the 12000 GSRs, 7000's, and 7500's.  The PFC will provide the functionality you are looking for.

Look in to CAR -- Committed Access Rate.  It's used
with the "rate-limit" command.  I believe CEF is a
prereq to using CAR.
