Yes- they are top's in the ISP (POP router) world.  I have never dealt with
anything beyond their regular ATM (no MPLS), but I can say Redback's strong
point is in what they call Contexts (or Virtual Routers).  With the Redback
you have an unlimited # of VR's to administer.  Think of it as a VPI
interface.  The Redback's VR's allow you to wrap all the VC's into a
separate Context of the router (one VR for each customer), while exercising
an all Cisco command line interface (go figure, very few new commands to
learn)...
