If the issue is congestion, then weighted-fair queueing won't affect
that.  WFQ can change the order of packets as they leave an interface,
but doesn't change the total _amount_ of packets.  (Except to the extent
that it helps latency-sensitive apps/transports avoid a retransmission.)

If you're identifying congestion by the FECN/BECN counters in the output
of "show frame pvc x" and you are pretty sure that the frame cloud is
dropping frames during bursts, then frame relay traffic shaping may help.
It will take some empirical tuning, because each provider can police
differently, but for a starting point, shape the hub site output to
equal the remote site's port rate.
