You can use a Sniffer and look at the traffic destined outside of your local
subnet to get an Idea of the traffic Patterns. Also, there is a free
uitlity called MTRG that displays a graphic of the utilization over time.

If it's less than 2.048 mbps, Fair-queue can be turned on without a big
performance hit in the router. It is a good thing to do. This will keep an
FTp Upload from overwhelming the router and causing Web or e-mail traffic to
be dropped.
You can check the utilization on your internet connection using the
following.
1. In interface-config mode, set the Bandwidth Parameter to the bandwidth of
the internet connection.
2. Wait until your internet response time is slowest.
3. Show Interface Serial XX (XX is the serial port # of the Internet)
4. Look for a value labeled Load or txload/rxload. The Values will look
something like 145/255.
5. Take the First Number and divide it by the second number. Multiply the
answer times 100. This is the 5 minute (weighted) average utiliztion
percentage for that interface.
A serial link is considered saturated at 80%, but Running Frame-Relay throws
in some other variables that I won't waste bandwidth for unless you need
more info.

I have some congestion found with my Internet with is connected to the
provider via FR. From the setting configurated by ISP, the no fair-queue
is set on the FR link to ISP. I would like to ask if this is any
negative impact on FR with fair queue so that make it be default to FR
setting? What consideration should I consider to implement queueing
policy to help improving congestion in my case? I know I should collect
baseline performance for further evaulation, does anyone can advice how
to collect such information? My router is low-end 2500 cisco running
11.3 feature.
