You need to first assign a VTP Management Domain name to the switch, using
the "set VTP domain" command. This will then allow you to assign VLANs,

Issue the command "set vtp ?" at the CLI for more info., as there are
additional options covering switch VTP mode, VTP Version, VTP message
passwords and VTP pruning which may be of interest.

/WILD_SPECULATION ON:
I presume a domain name is required FIRST because VTP Summary Advertisement
messages contain both VLAN information and the VTP Management Domain name.
If you configure VLANs without having the Management Domain name set, the
VTP can't advertise/synchronise VTP information with other trunk connected
switches. Anyone know for certain why?
