2509 Read Only

Just upgraded memory on a CPA 2509.  runs fine but I cant make any changes
to the config or upgrade the IOS.  Tells me I am in read only.  Checked the
register and it's set for 0x2102.

Sounds like I should know this but have not been able to figure it out yet.
