TACACS should usually be setup so that if TACACS is unavailable to the
device that the local password can be used. If you do not know the local
info then you will need to do a break as the router boots to get into rommon
and set the configuration register so the router does not load the startup
config. I believe the register can be set to 0x0040 to get the router to
ingnore the start config.
