Don't worry about it.  Only the VLAN interface that is the current
management interface will show as UP, the rest will show as DOWN.  This is
normal and will not affect the operation of the device.  Unlike a router,
the switch does not need an active VLAN interface per VLAN to operate.

In your case, VLAN 60 would show as DOWN, but any ports assigned to VLAN 60
will operate as advertised.  If you want to manage the box using the IP
address assigned to the VLAN 1 interface, then leave things just as they
are.  Otherwise, set an IP address on the VLAN interface you'd like to be
the management interface and then issue the command to change management
interfaces (I can't remember what it is off the top of my head.)
