apart from the possibility that one of your modules may be bad/incompatible,
25xx flash is configured to 'read-only' by default.
if you need to upgrade, erase or whatever you need
to change the register setting to get the router to boot
from rom rather than flash (0x2101), do what needs to be done and
change the register back to the original setting (0x2102).
'Show ver' will tell you what the register is currently set to.

I had similar "copy tftp flash" problem, except when I tried to use this
command I got the "read only file-system" message.  I booted into the ROM
monitor and the command worked fine.  Just a suggestion form a newbie to
this group.
