You can get the Boot ROM's free, but you will have to pay the shipping cost
with a creditcard. 

I am located in USA, so I am not sure how it works elsewhere.

Call Cisco on 1-800-553-6387 and choose option 3.
Tell them you wish to get a set of Boot ROM's for your unit.
The product number for a set for the 2500 is BOOT-2500=

You can also buy FLASH and DRAM SIMM's here, but I would suggest to get
those somewhere else. If you don't know where to look, read some of all the
replies I got on my e-mail (subject: DRAM and Boot ROM's)
