So is it technical possible to run a router with less Flash than required if
you load from a TFTP server?

you want to load what into the flash? the ios? Everytime the router reloads
you want it to query the tftp server for ...? I've pulled a config file from
a tftp server after reload but...hmmmm. The main consideration is if there
is connectivity between the server and the router. If there is, and there is
a mechanism for grabbing the file, i really don't see why not.
