HSRP is Cisco proprietary.
There is an open standard called VRRP virtual redundant routing protocol
published in RFC 2338
Actually I see that Cisco published the HSRP as RFC 2281, but as
informational, and not as a proposed standard.
I know that Nokia, for one, runs VRRP on their hardware platforms.
