you will want to turn on portfast on all the ports that are connected to
single hosts on the 3500.  Do not turn it on for ports connected to multiple
hosts (hubs, other switches, routers.)

this is going to allow the port to bypass listening and learning and go
directly to forwarding traffic.

If possible, also disable auto negotiation for speed and duplex and set it
to the appropriate speed/duplex for each port.

This will solve your DHCP request problem for hosts connected to the 3500.
