Beth,
Your 'show isdn status' looks ok.  Layer 1 status ACTIVE is A Good Thing,
ditto Layer 2 being Multiple_frame_established.  I have no experience of
spids (they aren't used here) but from what I've picked up that looks ok
(spid1 and spid2 are valid, which sounds good to me).  Your ISDN line
itself at this end is probably ok - concentrate on your config for a start.

Wait for carrier timeout is simply the timeout between when a call ends and
when the line is enabled to take calls again.  From memory, it's 6 seconds
by default, but I could be quite wrong on that.

I suggest you try some debugs to find out why the calls aren't succeeding.
'debug isdn q931' shows ISDN call setup and teardown and may give some
useful hints.  'debug dialer' shows reasons for the call being initiated
and (sometimes) torn down.

What about the other end of the link?  Is it up and active and able to take
calls?
