Do a show conf and see what it's specified to boot from.

You can do a:

Router#conf t
Router(config)#no boot system rom
Router(config)#boot system flash
Router(config)#end
Router#wr mem
Router#reload

Below is my frame relay switch.  It is booting from ROM.  The config
register is still 0x2102.  I know that there is xmodem method for 3620.
However, what should I do for this Cisco 2522?
