You're right, but if the recruiter doesn't find you in the system when
searching, the company will never get your resume, and you're back in [1].

Those people that know are the ones that have the final decision on whether
or not you get hired. That's all you need to know.
You may well find that most technical recruiters have no clue but they are
only there to get you into an interview. It is the IT staff at the company
you are applying for which will know the difference between a CCNA, CCNP and
CCIE, those are the people you need to impress.
