I concur with Alan, you have a spid problem, also, when dealing with BRI it
is most helpful to include the command:

dialer hold-queue {1 to 100 packets}

also mysteriously missing:

ip route 196.1.1.{1/2} 255.255.255.0 BRI0

check the documentation for the simulator, does it require the area code
with the phone number?  These are some areas to look into.  Also, check that
the configuration of the simulator and make sure it matches the type you
have listed in the configuration.  Give these areas a look.  I suggest using
a simple configuration without CHAP, and iron out the simulator, and SPID
issues.  Then add the authentication.  You can also debug that part with the
debug ppp negotiation command.  Best of luck!
