First, let's look at what you have, 198.144.163.1/25.
That gives you 126 usable addresses, 198.144.163.1-126.

Now, you want to further divide that into two subnets of 62 usable addresses each.  To 
do this, simply add another bit to the subnet mask.  This will give you the following:

198.144.163.0/26 and 198.144.163.64/26

Your usable address range is 1-62 and 65-126.  This is because you can't use the .0, 
.63, .64, and .127 addresses.

those to get some really good insight into this process.
