I would also emphasize that the functionality of the "DR" is an *interface*
thing, not a router thing.  A router might be the DR on one interface, but
it might not be the DR on another interface (in fact, this is good design -
you don't want the router to be burdened with having to be the DR on a bunch
of different interfaces).

The DR will flood Type 1's to its neighbors, but not just because it's the
DR.  All OSPF routers generate and flood Type 1's.  The only thing the DR
does is make sure that all OSPF routers on a broadcast network have the same
LSDB.

The DR *is* responsible for generating Type 2's.  Not every router will
generate a Type 2 - only the DR will.

The LSA Type 1 (Router) is generated and flooded by each router within the
area. This will include the DR, since LSA Type 2 is the one generated by DR
specifically.

So the answer to your question is yes, because DR are like any router which
should flood LSA Type 1 to all segments within the area.
