If its a flat rate, why not use something like this:

no ip route-cache
no ip mroute-cache
dialer hold-queue 10
dialer load-threshold 1 either
dialer-group 1
no fair-queue
ppp authentication chap
!
access-list 101 permit ip any any
!
dialer-list 1 protocol ip list 101
!
This will bring up the call for any IP packet. Even if no one is attempting=
to
get out to the Internet, the router will send IP packets to a multicast=
address
by default. If you run debug dialer after the router boots up, you should=
see
something like the following:
.Feb 27 17:22:05.455: BRI0: Dialing cause ip (s=3D1.1.1.1, d=3D224.0.0.1)
