ADSL Splits off a 4KHz Region

Can someone explain the following statement to me?

ADSL Splits off a 4 KHz region for basic telephone service at the DC end of 
the band.

I do not understand what they mean by Splits off (How)?
I do not understand; at the DC end of the band?
