This particular image isn't even 7 MB, so the flash size isn't a
problem.  Here is a similar bug report that might be the problem.  It
says it is present in 12.0(12) but it's the closest bug report I could
find.

This doesn't quite describe the problem, especially if you're not using
IPSec.  One remedy might be to break into ROM Monitor mode and load a
newer IOS onto the box, or even reload the same image onto it in case it
is corrupted.
