That's a pretty good plan.  The redundancy could prove to be expensive - I
don't know how much Telstra is charging for that type of connection, and the
international ISDN charges during an outage could be cost-prohibitive
(believe me... I know about those!).

If you get all the frame relay circuits from one carrier, you'll possibly
get a discount.  For the international locations, don't overlook the
possibility of doing voice over IP or voice over frame relay - it can be a
real cost saver, sometimes depending on the volume and duration of calls
could save you the cost of the dedicated circuit.

Another alternative, not recommended if your applications are
delay-sensitive, is to get Internet access at all of the remote offices and
create VPN tunnels into your central office.  This is especially
cost-effective for the international remote offices.

When I was doing WAN engineering in Australia, there was a very
cost-effective nailed-up Basic Rate ISDN service that you might also want to
research.
