Hi John

Your idea is good. To back-up a 2Mbps line it is difficult to recommend ISDN 
because of the price of a PRI, you should check the cost effectiveness in 
every location. It would certainly be more cost effective to request a 2Mbps 
to be delivered on SDH with dual access to your permisses, but this will not 
protect you against the failure ofthe FR switch of your service provider.
At the hub site, if you go for FR, you should implement a dual access, dual 
router with HSRP. Implement dual PVC's from the hub to the spokes  and load 
sharing accross the 2 lines. For this, many FR providers offer "shadow 
PVC's" which are normal PVC's but only used in case of failure of one of the 
two lines. The shadow PVC's are cheaper than the regular PVC's.

Other possibilities are IP network with MPLS.
