Ticks, then hop count if necessary as a tie breaker, then barometric 
pressure as measured at the time the routes entered the table.  Ok so 
maybe that barometric pressure stuff is just a rumor. Of course I wonder 
how cisco logic (sometimes preferring higher, and at other times lower 
metrics) would be applied.  My guess is in favor of a preference for 
higher pressure.
