Try these steps:
- Hit "Ctrl + Break" keys while the IOS is booting, you will get a > prompt
and follow as below:
>o/r 0x2141

Go to the configuration mode and assign the ethernet interface an ip address
that is in the same network with the tftp server. Ping and see if you get
reply from the tftp server, then
R2501(boot)#copy tftp flash
Will ask you for the IP address of the tftp server and the name of the
source file. Also make sure the tftp server application is running. Once
finish ugrading, reload the router and follow the same steps, change the
register configuration to
>o/r 0x2102
