The ''no clockrate'' command is broken on serial wic interfaces of the
3600.
For 3600 images, the clock rate on the serial WIC cannot be removed.
However, it is possible to change the clock rate on this interface by
issuing
the command ''clock rate xxxx'', where xxxx is the desired clock rate
for the interface.
This defect affects only the serial WIC interfaces of the 3600.
All other serial interfaces on the 3600 are unaffected.

Could be an IOS thing.  I've installed a few 3600 & remember taking
the
"Enterprise fixes all" approach to loading IOS, only to watch my
Interfaces
disappear on the first reload.  I had a lot of time to talk with the
TAC
about it, as I Kermit-ed some Limited Release IOS (via the console
cable :o)
I would say short of trying a reload & applying No IP Address (which I
think
you've done), I'd just type a real obvious Description (something
like:
Interface Not In Service or Future Use).
