First- if the interface is in shutdown mode, nothing configured takes
effect.  I'm guessing you're cleaning things up for who may come behind you,
wondering why this configured interface is down :o)  Complete the command to
represent "no clockrate 2015232."  Keep in mind too- starting somewhere
around 11.X, the command changed to Clock Rate.  I use Clockrate (no space)
out of habit & find the command gets kicked back every so often.
