I've sometimes seen Frame Relay PVC's up and active, but not working. These
are generally switch or trunk line issues within the provider's frame relay
network. (There are esoteric LMI issues that can impact the provider, as
well as the usual FR switch and trunk circuit problems; the new Annex A is
intended to help with them.) The local CO techs usually can only
troubleshoot the local loop. Voila, they test the local loop clean, the
issue in the network is cleared by a frame relay techie (or all by itself)
in the meantime, and the CO tech thinks you're nuts for opening the ticket
in the first place.
