I know squat about the AGS but the Line Protocol Down normally means that
they're not agreeing on whether they're using HDLC, PPP, etc.

The IOS of your AGS might have a different default so I would check both
sides and just to be sure I'd give the command explicitly on both sides.
(encap hdlc or encap ppp)

and see what happens.

Someone more familiar with AGS will probably chime in.
