First question is - has this router ever worked for you?
Guess is that it can't find an IOS image in Flash. 
Change your config register to 0x2101 to see if you can boot to
"router(boot)>" If so then do a show flash or show version to see if you
have an image. You also want to verify that you actually have Flash Ram
installed. It could be loose, dirty contacts, or missing.
