Yeah, we have a 2621 with 3 T1s on it.  It was running about 500Kbps inbound
on each T1 and about 20K outbound, and was process-switching every packet
("no ip route-cache") so that we would have good load balancing.  Our CPU
was averaging 30% usage for 5min periods and spiking up to 50-70% for 5sec
usage.

I turned on CEF, used "ip route-cache cef" on the interfaces and "ip
load-balancing packer-per-packet"  (I think that was the command, syntax
might not be exact).  With that turned on we were still getting fairly good
load balancing (although not exact) and the CPU had dropped down to about
12%.

My preference would have been to just use normal route caching, since the
outbound traffic was so small.  But it was management thing.  We were
basically process switching 1.5Mb of traffic just to decide to put it on the
Ethernet interface.  I was able to convince them to let me use CEF so that
we still got some outbound loadbalancing but didn't use nearly as much CPU.
