I can see a logic to retaking it, but first, what would happen to 
your status if you didn't pass it the second time?  What I'd be 
inclined to do, in your shoes, is to try to set up some threads 
(without violating NDA) discussing the areas you feel weakest about. 
It's a learning experience in and of itself to analyze a question you 
felt uncomfortable about, and paraphrasing it so you can honestly say 
you aren't violating NDA.

ARIN and the other registries have absolutely no control over what 
the carriers do and do not filter and route.  See
